The Advisory Council is composed of government professionals with responsibility for or oversight of green and sustainable programs relevant to compliance with Executive Orders 13514 and 13423.
Members of the Council will help identify educational topics most valuable to government professionals charged with implementing green and sustainable programs. Those educational topics will provide the relevant program areas for CEIL's web-based knowledge center as well as for CEIL's main event: GOVgreen Conference & Expo (November 9-10, Washington Convention Center).

Tom Jones

Federal Business Navigators
Tom Jones is the President of Federal Business Navigators, LLC, a Washington, D.C., area based consulting firm specializing in government affairs, business development, and public relations.
Most recently, Tom served as the Deputy Assistant Secretary of the Air Force for Reserve Affairs. In this capacity, Tom had primary oversight of the Air Force Reserve and the Air National Guard during a period in which they participated in operations in Iraq and Afghanistan. He also oversaw the Civil Air Patrol and was the Department of Defense Executive Agent for Operation Deep Freeze, DoD’s participation in the U.S. Antarctica Program.

Indira Balkissoon
Vice President of Business Development
TechLaw, Inc.
Indira Balkissoon is Vice President of Business Development at TechLaw Inc. In this role, she advises the company President on strategy and opportunities associated with business development and provides expert technical consulting in the areas of climate change, greenhouse gases and sustainability.
Prior to joining TechLaw she was a Principal Consultant at Det Norske Veritas working in Climate Change. In addition, Indira has served as a regulator at the Environmental Protection Agency. As a regulator, she administrated federal funding, initiated requests for program support and managed project work. She developed requests for proposals for grant programs and evaluated proposals for award recommendations. She also served as a federal contract manager and a project officer.
In the private sector, as Vice President of Business Development and Program Manager at TechLaw, she managed several large government contracts. She successfully identified and won funding from a wide variety of federal, state and municipal agencies related to environmental, health and transportation issues.

Howard Snow

Former Deputy Assistant Secretary of the Navy
Lt. Col. Howard Snow, US Marine Corp, Retired, act as a Federal Business Access Coordinator for Defense Firms. He has more than 30 years of military, business and Federal Government experience. He commands a solid understanding of the Federal budget cycle and its impact on building business strategies.
In the recent past, Mr. Snow has served as both the Deputy Assistant Secretary of the Navy for Installations, Facilities and Energy. He also served as a Special Assistant for Installations, Environment and Intergovernmental Affairs (IE&IA) in the Office of the Secretary of Defense for Legislative Affairs.

Al Hurt Vice President, Sustainable Energy Innovations Bioengineering Group
Alan Hurt has joined the Bioengineering Group as the V.P. for Sustainable Energy Innovations. Al's experience and education directly supports the Group's Mission of building sustainable communities on an ecological foundation with the promotion of an interdisciplinary approach to meet a successful project outcome and ensure their sustainability. Mr. Hurt's prior experience included a position as VP for Regional Operations and Sustainability as well as his Department of Defense (DoD) civilian career which included supporting the DoD Regional Environmental Coordination Office, Navy Region SW and Naval Facilities Engineering Command. Mr. Hurt has more than 30 years of experience in strategic planning and environmental program management for Army, Navy (including Marine Corps) and Air Force programs which also include many Federal, including EPA, state and local collaborations.
Mr. Hurt is very active in local, regional and national programs on sustainability best practices and initiatives with regulatory agencies, government and Industry. Mr. Hurt has been one of the founding members and Executive Board member of the San Diego Regional Sustainability Partnership , past Chair of the Federal Network for Sustainability (FNS), Board member of the Western Sustainability Pollution Prevention Partnership and supports the Society of American Military Engineer's (SAME) Executive Sustainability Task Force with past support as facilitator and Steering Committee representative for their Annual National Executive SAME Forum, 2009/2010. Mr. Hurt has been honored by receiving recognition nationally with the White House "Closing the Circle Award" for his sustainability efforts and awarded the prestigious Hammer Award by Vice President Al Gore for his contribution to a cooperative agreement process between our Nation's states and Military Services. He also represented the DOD Regional Environmental Office in Hawaii and has successfully led the State and Military services to Pollution Prevention Partnerships.

Danielle Miller Wagner, Director of Programming for GovGreen, is an environmental professional focusing on bringing sustainable practices to government agencies. A Leadership in Energy and Environmental Design (LEED) Accredited Professional (AP), Danielle has more than 16 years of experience helping federal, state and local government agenciess, real estate developers, and non-profits develop new initiatives, manage programs, cultivate support, and facilitate relationships.
Prior to joining GovGreen, Danielle served as Vice President of a specialty real estate company focusing on the redevelopment of environmentally impaired properties (Brownfields) where she built a nationwide sourcing network and created new models for tapping the municipal Brownfield market. Previously, Danielle managed environmental and economic development programs for the International City/County Management Association (ICMA).
